Job Description

Job Description & Summary Key responsibilities: Support the design and implementation of advisory projects in infrastructure development, including but not limited to transport, energy, social and municipal sectors. Contribute to the preparation of infrastructure project concepts, pre-feasibility and feasibility studies, covering institutional, economic, and other components. Contribute to economic analysis, including assessment of macroeconomic trends, preparation of basic forecasts, and support to cost-benefit analysis for infrastructure projects. Coordinate project activities, including work planning, stakeholder communication, progress tracking, and input from internal teams and external experts (subject-matter experts, engineers, environmental and social experts, etc.). Engage with government institutions, municipalities, utilities, donors, financial institutions, and private sector stakeholders to collect data, validate findings, and support project implementation. Contribute to capacity-building and stakeholder engagement activities, including workshops, training materials, and presentations for public authorities and other stakeholders. Contribute to strategic, policy, and operational recommendations related to infrastructure development, public investment management, urban and regional development, and economic recovery. Prepare reports, presentations, briefing notes, and other client deliverables in Ukrainian and English. Support the preparation of technical and commercial proposals, tender submissions, and other business development materials for international financial institutions, donors, and public sector clients. Experience: 4 years of professional experience, including at least 2 years of hands-on involvement in several stages of infrastructure project preparation and execution (such as concept development, pre-feasibility/feasibility studies and/or implementation support). Experience working for a donor-funded entity, international financial institution, consulting firm, or implementing partner preferred. Experience in financial modelling (e.g., cash flow models, basic PPP / blended finance structures) would be a plus. Engagement experience with Ukrainian central or local government, municipal utilities, or infrastructure operators would be a plus. Qualifications and skills: Clear motivation to contribute to sustainable infrastructure and public sector development. University degree in economics, finance, management or public administration (preferred); a degree in civil engineering, transport engineering, urban planning, or a related field will also be considered. Up-to-date knowledge of the public investment management reform framework in Ukraine and its key methodological aspects. Knowledge of economic analysis techniques (e.g., cost-benefit analysis, economic impact assessment) and ability to apply them in infrastructure and public investment projects is an advantage.
